Ok, so I'm playing my buddy in a casual singleton game.

He attacks with Lorthos, the Tidemaker and taps 8 mana to tap 8 of my permanents.

In response, I cast Grab the Reins to take control of it.

Question, does he still get to pick which 8 permanents get tapped?

Yes. The targets are chosen when the triggered ability goes on the stack when it attacks. Changing controllers doesn't change those targets.
