When Phyrexian Negator was revealed to be in the upcoming Phyrexia vs The Coalition decks it brought up the question of just how this was going to work with Wizards still holding to their promises with the Reserved list. It's no big surprise, and given that Aaron Forsythe has stated his dislike for the reserved list we knew it was only a matter of time.
With today's earlier news concerning the Negator and revealing that Masticore is in From the Vault Relics they make a brief explanation about how this will work:
[easybox]It is true that while we've been able to make premium versions of cards on the reserved list, we've so far only used them for promotional purposes (Negator was a judge promo, for example). We've taken a look at our special products and feel that we can create a better game experience for you by taking this step.[/easybox]
What this means is that as long as it is a promo card or a "premium" card then we will begin see cards roll out from the reserved list. If they're going to reprint any of these cards in a non-promo form, such as part of a core set or an expansion, then we're likely to see a functional reprint. A card which is identical in all features, except the name and possibly the type line. Below is an example of a functional reprint seen in Magic 2010.
But as for reprinting a Reserved List card, Wizards has revealed their hand, and that is to reprint them in foil / promo forms thus far. Though I wouldn't be surprised if this was a first step towards the full removal of the Reserved List by having people grow accustomed to seeing a few reprints from that list.
