For casual/EDH, this could have *some* use against creature-light control decks. It’s very wordy and weird, but you know somebody will want to play this.

Where on the card does it say target creature? It says target opponent, yes, but nowhere does it say target creature. Therefore, hexproof and shroud do nothing to this. (Unless the opponent has shroud,)
